Second Seminar on Strengthening and Promoting Urban Culture Held for Community Representatives, Local Council Chairpersons, and Community Elders in Cooperation with Atifi Charity Foundation and Atifi University.

Based on the Memorandum of Cooperation between Herat Municipality and the Atifi Charity Foundation, a one-day training seminar was held for 120 community representatives (Gozar Representatives), local council chairpersons, and community elders from the fifteen municipal districts of Herat. The seminar aimed to enhance participants' legal, security, social, and urban culture awareness.

During the seminar, discussions focused on urban culture, citizens' responsibilities toward the city, the role of community representatives in maintaining local order, the legal responsibilities of local councils, legal awareness for community representatives, the resolution of minor disputes, the promotion of civic culture, and public participation in urban reconstruction.

At the opening of the program, Alhaj Mawlawi Hamdullah No'mani, Mayor of Herat, highlighted the responsibilities of citizens toward their city and emphasized that organizing cultural and social programs by academic and educational institutions plays an important role in improving the quality of people's lives. He also called upon the participants to maintain close cooperation with the Emirate institutions, particularly Herat Municipality.

Meanwhile, Mawlawi Abdul Ahad Khairkhwah, Director of Urban Governance at Herat Municipality; Abdul Zahir Ershad, Deputy Director of the Atifi Charity Foundation; Juma Khan Islam Pal, Head of Urban Governance; and Haji Ghulam Hazrat Amini, Head of Cultural and Social Affairs, expressed their appreciation for the active participation of community representatives and local council chairpersons. They described the seminar as an effective step toward strengthening local governance and enhancing coordination between the public and government institutions.

At the conclusion of the program, certificates of participation were distributed to all attendees. The organizers emphasized the importance of continuing such educational initiatives. Officials of Herat Municipality and the Atifi Charity Foundation stated that, as part of the continuation of this initiative, similar training programs will be organized for all community representatives and development council chairpersons across the fifteen municipal districts of Herat to further enhance public capacity and community participation.
