The Herat Municipal Support Program was launched in 2017 with a € 2.2 million grant from the European Union and was officially launched in late 2018 as part of the Herat City Council to develop urban plans and implement development projects in 15 areas of Herat.

Unfortunately, after a year of operation, the project was suspended by the European Union in January 2020 due to failure to meet the set criteria and objectives. Given the scale of the problems, it was likely that the program contract would be canceled by the European Union and the money would be spent in another city.

The importance of the program for the future of Herat led a joint delegation from various departments, led by the governor, to review the program and find a solution. The delegation changed the leadership of the program and hired a new group of experts. Within less than two months, the new working group was able to complete the topics requested by the European Union and provide the means to restart the program on 3/24/2020.

In the first step, after the project was suspended, the evaluation reports of the previous employees of the program were compiled and their weaknesses were recorded. Then, according to the decision of the Board of Inquiry led by the esteemed official of Herat province, the salaries of all former employees of the program were considered only without the presence of the present and the evaluation of the activities carried out was paid.
After the suspension and payment of salaries of the employees of the program, the frameworks and work mechanisms of the program were evaluated.
A major part of the project's problems in the previous year was due to the uncertainty of the work frameworks, which led to the loss of half of the program's duration (one year). Therefore, the work was strongly focused on solving structural problems and setting new work frameworks. In close coordination with the esteemed directorate of urban planning, by the grace of God Almighty, the collection and survey frameworks, process mechanisms and urban data analysis, the framework for preparing the plans and other required mechanisms have been prepared.

At this stage, the conditions were fully met. Unfortunately, the issue of corona and quarantine in Herat did not allow the European Union to allow field work and only restricted work on office work. Thus, in order to make the best use of the time and to compensate for the lost time last year, the project leadership has focused on building development projects in Herat areas, and next year the budget plan and work plan of the program will be prepared and dated. The work plan calls on the European Union to allow field action within the next month and to begin surveying Herat's urban information. In this regard, we are waiting for the European Union's guidelines to compensate for what has been lost as soon as possible and to be able to do our two-year work and activities with a comprehensive effort a year ahead of schedule. The staff of the program is committed to day and night efforts, and as a result, we hope to achieve a better future for the city of Herat.
Therefore, we call on the honorable people of Herat to cooperate with the employees of the program if they start field work, so that we can create a better city for ourselves and our children together.
